Because many great developers continue to code rather than manage. Those who move into managing are clueless to the complexities of true software development but actually believe they do. This allows them to act and make inappropriate decisions in which they are completely oblivious to the flaws of these decisions. Professional Developers have to constantly study new material more frequently than any other career. This means they are some of the most educated in the IT world.
